One of the largest residential-led regeneration programmes in the North West. Mantle — as Novo Bluemantle — is master developer, both as a major landowner and as joint venture partner with Bolton Council, on the transformation of the former Horwich Locomotive Works into a 1,700-home community.
The programme spans over 150 acres, has delivered more than 1,000 homes to date, and is supported by Homes England infrastructure funding and the Greater Manchester Combined Authority. The celebrated heritage buildings — Rivington House, the Millwrights Shop, and the Pattern Makers — are being sensitively restored as the cultural centrepiece of the new community.
Housebuilder partners Bellway and Morris Homes are delivering the residential phases. The first major occupier deal — a purpose-built care facility with LNT Care Developments — was agreed in 2026, marking the beginning of the commercial and community uses phase.
